Greengage contributed to a number of pieces of work in relation to the hybrid project in Cambridge comprising two linked developments: the redevelopment of the Abbey Stadium to create the Cambridge Community Stadium with additional spectator capacity and improved community facilities, and the development of the Cambridge Sporting Village including over 500 new homes as well as indoor and outdoor sporting facilities, community facilities, retail space, landscaping and public realm.

Greengage supported the project’s planning application by undertaking the Socio-Economic and Health Impact Assessments for the EIA.

Greengage also conducted an assessment and evaluation of the positive community benefits generated by the scheme. A bespoke methodology was developed to quantify the health benefits of the sporting programmes using a tailored version of the Sport England MOVES Tool, which is based on evidence that increased physical activity reduces the risk of a number of diseases and hence improves quality of life and saves treatment costs.

The methodology used Quality Adjusted Life Years (QALYs), which are generic measures used to quantify the impact of health interventions in terms of improved health and quality of life; one QALY equates to one perfect year of health.

The health benefits of the scheme were measured in terms of the number of QALYs gained through the increased participation in sport that was likely to occur as a result of the scheme. The value of the QALYs in terms of cost savings to the NHS based on their ‘willingness to pay’ threshold could then be calculated.

The project concluded that over a five-year operational term, the QALYs projected to be generated as a result of the increased sporting provision had a financial value between £81 million and £144 million depending on the exact facility arrangement.

This was a key part of the project that provided a means of robustly assessing, quantifying and presenting wider benefits of the development that may have been missed by other assessment methodologies.
